This isn't always the case, at Waitrose I found the prices were identical on fruit and veg on a cost-per-item basis. Always investigate!

The broccoli you compared, the one in the bag is organic and the loose is most likely conventional. I see where you are going with this, but the two items would most likely have different prices even if they were both loose or bagged.
