Why wouldnt a store be able to double a coupon?

hey so ive been watching your videos and im just curious. how do you get coupons? i live in a small town and all we have is a walmart. and i want to save money but i have no idea how to go about it. any advice? i have some apps but i always forget to actually use them. any dog food stuff would be awesome too. i have a dane and a mastiff

Does your pick n save advertise doubling coupons? I live in the Madison area and none of the Pick n Saves here advertise that they double, so I have no idea if they do it.
I wish we still had a kroger in NC but they closed them all down. I missed the buy 5 save $5 promotion. btw I did work there and at my Kroger they put all their clearance items out by 9am.
