Can you not stack the CVS cpns/CRTs b/c of the threshold?

Great haul. My CVS doesn't take expired coupons of any kind now. They also don't follow the 98% rule either.
The app isn’t letting me combine the Colgate toothpastes coupons with the $10 extra bucks. I’m going to try and do it in person and update!
My 5.00 off Neutrogena won't attach to the $7.99 wipes. Only the 6.99 but they don't attach to the others.
Anyone else have this issue?
