It started, for me, when everyone got that random 40% off Loreal CRT in the middle of the week recently. I did a transaction today got $15 worth of Covergirl* and only had $3off CRT no other coupons, my transaction had a few other things not on sale. I paid with ECBS and expected a few dollars to come off and my transaction to be free. But it only took off $1.87…..
It is upsetting that % cupon doesn't work even if it is specific like ex. 20% of loreal… I know others said " They change We adapt" but that it doesn't work for everyone, I live in small town where is only 5 stores (Vons, Railey ,grocery outlet,1 riteaid and 1 CVS ) CVS has their items overpriced but with %, coupons, CRTs, etc make them cheaper that Riteaid, so if this % coupon won't work as before many of us will have to take our businesses to the big cities (the closest one is over an hour in car only, no public transportation) which in my case I go once every 3 to 5 months. And i don't believe I am the only one that doesn't live in the city. It is sad!🙀

Yeah I had the same issue last week its took the Percentage off only after all coupons including ECB's came off.
I can only speak for the percentage off a specific brand (ex. 20% off all L'Oréal) as I have not received a persentage off transaction coupon (20% off your next purchase) in a while. I purchased 2 L'Oréal Evercare shampoo and conditioner at 7.99 ea regular price and 2 of the L'Oréal facial cleansers at $6.99 each. Total $29.96. Used (4) $2 off coupons and I think a L'Oréal ECC plus $4 off $18 shampoo and the L'Oréal 20% off coupon only deducted a little over $2! It should have taken off almost $6 by my pre-coupon calculation. So frustrating!
I’m confused on the percent off coupons being emailed. I receive 2 percent off coupons every week. A 25% off on Monday & a 40% off on Thursday. I have been getting them every week for over a year. And, I don’t believe that once you reach a certain savings status from CVS, that you stop receiving them. Because I do the deals like you & save hundreds every week. And I’m still receiving the email coupons.

Unfortunatelly % off coupons apply to the amount AFTER ECB's, Beauty bucks. I got a phone charger today because it was kinda emergency buy, I had 25% off one item coupon, so easy math it took of $5 from my $19.99 charger but when she scanned my 3 ECB's I wanted to use, it lovered the coupon to $1.18 or something like that.. so I said NO, I'll just use my coupon and pay $15 cash, , so I could get the discount on a charger and still have my ECB for next week… I really HATE that change ….
