I was having the same issue with my clients.  I was so confused why the coupon feature wasn't showing under advertising.  Did you happen to double check your user permissions?  I noticed for some reason I had no permission to view the coupon feature, once I switched it over to view/edit, I was good to go. It made me start wondering, when amazon releases a new feature, do you have to manually update user permissions every single time? I had same issue with storefront on some accounts.
